What should a useful building inspection service include for student housing in Lisbon?

I’m considering student housing in Lisbon at around €294,400 and need to compare several services all described as “building inspections.” The scopes seem completely different: some mention negotiation and document coordination, while others appear to end after making an introduction.

What should reasonably be included before I appoint anyone? I care about a written fee breakdown, response deadlines, knowledge of Portuguese rental and property requirements, and one accountable contact from offer through closing. I’d also want the technical findings supported by independent evidence rather than sales language. Where should an inspector’s role end, and which tasks should sit with a lawyer or another adviser?
 
Start by separating the technical inspection from transaction coordination. The inspection quote should identify the areas covered, exclusions, evidence provided, delivery date, and whether follow-up questions or a second visit cost extra. Negotiation and document handling are different services, even if one firm bundles them.

For student housing, also ask who verifies the property’s permitted use and rental-related documents in Portugal; don’t assume a physical inspection answers those questions. Before paying, request a named contact, itemised fees, response times, and a written handoff plan if that person becomes unavailable. If they cannot define accountability between offer and closing, I would compare another provider.
