Fees, credentials, professional insurance and any potential conflicts should all be confirmed before instruction.
 
It would help to know what you address in the written scope. Does it specify the number and format of delivered images, editing, usage, response time and any extra charges? Those details can make two apparently similar photography quotes quite different.
 
I’d also ask what is excluded rather than concentrating only on the final image count. Staging, moving furniture, floor plans, video and difficult access can easily be assumed by one side but not the other. The intended use of the photographs should be written down too, especially if more than one agent or platform may use them.

I wouldn’t insist on a fixed package; a tailored quote is reasonable. But the final instruction should still record the total fee or charging basis, delivery timing, cancellation or rescheduling treatment, exclusions, usage expectations, credentials, insurance and any conflict disclosed.
