Renovation budget for a 55 m² townhouse in Dubai

AED 593,500 is my working renovation allowance for a 55 m² Dubai townhouse. The specific concern is spending on finishes before the condition of the plumbing and electrical systems is known.

The planned work includes the kitchen, bathrooms, floors, painting, electrical checks and modest energy improvements. There is no extension. If funds become tight, decorative choices can be reduced or postponed; water damage, unsafe wiring and inaccessible plumbing cannot.

Would it be better to commission opening-up and condition investigations first, then ask contractors for a firm price? The alternative is one main contract with tightly defined provisional sums, but that seems risky unless exclusions and access assumptions are explicit.

I would appreciate views on an appropriate contingency and on what evidence to obtain for moisture risk, plumbing routes, electrical scope, material lead times and permit timing before fixing the budget.
