Raise rent for a reliable tenant or preserve stability near Lisbon?

A full move toward market rent feels too abrupt. A freeze feels difficult to sustain. The tenant pays €3,244 near Lisbon, compared with an apparent market figure of €3,843, but dependable payment, early maintenance reports and good care of the property have real value.

I am considering either modest scheduled reviews or an increase combined with an improvement the tenant wants. How would you weigh the €599 gap against vacancy, turnover work and end-of-tenancy deposit handling? I would also confirm the lease terms and local rules on timing and notice before making any proposal.
 
I would not chase the full €599 difference in one move. A reliable tenant is already providing value through prompt payment and good maintenance reporting. Consider a moderate increase that still leaves them clearly below the apparent market level, then set an expectation that rent will be discussed periodically. Before proposing anything, confirm what the lease and current Portuguese rules allow regarding timing, notice and the amount.
 
How solid is the €3,843 figure? Asking prices for available properties are not necessarily achieved rents, and condition, furnishings, exact location and contract terms can make a large difference around Lisbon. I would also calculate the break-even point: one vacant month, preparation work, advertising or administration, and any deposit handling at the end of the tenancy could absorb much of the extra annual rent.
 
The difficulty is that a long freeze can create a much steeper adjustment later. Good payment and maintenance history support keeping this tenant below a genuine market level, but they do not settle how large that discount should be.

I would first test whether €3,843 reflects comparable completed lettings rather than optimistic listings. If it does, discuss a measured increase and ask whether a specific improvement would make it easier to accept. That preserves some benefit for a reliable tenant without allowing the difference to grow indefinitely.
 
The €599 difference is only useful if it survives a proper comparison. I would not attach an improvement to the rent automatically, because that can blur the cost of the work with the separate question of what the tenancy is worth.

Check achieved rents for genuinely similar homes, calculate vacancy and turnover costs, and confirm the lease and Lisbon-area notice requirements. Then give the tenant advance warning of the review. A smaller increase with a later review date may be clearer than presenting two packages, while still avoiding an indefinite freeze.
