This is not an official index. The decision is whether these figures are useful as a citywide headline or should be withheld until we can split the sample by neighbourhood, price band and property subtype. Completed-sale evidence, inventory changes, revision dates and source links would help.
 
I would not treat it as a citywide signal yet. The missing sample definition matters more than the headline numbers: what counts as “small multifamily,” and does 14 days cover completed listings, withdrawn listings, or only properties still advertised? A change in the price-band mix could make the market appear faster without any underlying improvement.
 
I agree about the sample problem, but I would still publish it as a clearly labelled provisional pulse. One detail needs clarification first: is the reported -0.0% simply 0.0% after rounding, or does it represent a tiny negative movement? Completed-sale prices and the change in available inventory would also tell us whether quick listings are actually clearing or merely disappearing from the sample.
 
Amara’s rounding point is important. I’d keep 0.0% in the summary unless greater precision is available, then add a compact table with neighbourhood, price band, property subtype, inventory change and completed-sale evidence. Date every revision and attach the relevant source link or label the entry as an on-the-ground observation. That preserves the April snapshot without overstating it.
