Dubai duplexes: is the -2.3% move condition-led or regulation-led?

The emerging answer seems to be that demand cannot be read from the -2.3% and 20 days alone. Lena’s revised grouping should reveal whether occupied units behave differently, but seller motivation, financing and relisting practices remain plausible competing explanations.
 
The condition-led explanation sounds plausible, but I’m not ready to accept it across Dubai. A 2.3% movement and roughly 20 days of visibility could mean something quite different in one development than in another.

I would track a tightly matched set of duplexes within a single neighbourhood from initial advert through any reduction, withdrawal or verified sale, noting condition and occupancy. Repeat that exercise in a second area. If the pattern survives both samples, the broader explanation becomes more convincing; if not, recent completed sales and local seller behaviour probably matter more than a citywide rule.
