Are buyers negotiating more in Paris after 119 days?

The citywide average feels too broad for the two Paris neighbourhoods we’re considering. The market looks split rather than uniformly fast or slow, and neighbourhood boundaries may be hiding meaningful differences.

For new-build flats priced around €728,600–€1,093,000, I’m seeing roughly 119 days on market. Does that usually create real negotiating room, or are sellers simply withdrawing and relisting rather than accepting lower offers? Homes with clear energy-performance information also seem to move differently.

I’d especially appreciate recent completed examples where the final price differed from the visible asking-price history. It would help to know the neighbourhood, condition, when the first price cut occurred, whether financing affected the deal, and any indication of seller motivation. New-listing volume and withdrawn stock in the same local area would also be more useful than a citywide forecast.
